Each time, Zoro and Luffy pull this when the others point out Usopp's presence by claiming "I can't hear anything", and eventually the rest of the crew follows suit. When Usopp does come back while the crew is trying to escape from the Marines, the first several things he says are decidedly not apologies, instead trying to sidestep doing so and claiming that him quitting the crew was a joke with his usual swagger. Zoro, however, insists that Luffy can't simply let Usopp rejoin without the latter first apologizing, since it would be allowing a crew member to disrespect him if the first thing Usopp says when he returns is an apology, that's fine, but if not, they need to leave without him, to which Luffy agrees.

This is equally good since all of the "offenders" are much more powerful than he is. He failed utterly in both and just writes it off by saying he never saw it. His job is two things: preventing the Saiyans from reaching Earth and preventing time travel.
